The e-challan system that was launched nine years ago to curb the problem of speeding motorists has not reached the potential it was expected to. Motorists who drive rashly still continue to be a very prevalent problem in the city.
Between June 2007-2015, 1.88 lakh e-challans were issued. More than half of those people have reportedly not paid the fine. The amount of people who paid the fine in this period of time are only 53,600, making a collection of Rs 75 lakh.
Also, Rs 1.5 crore more is to be collected from the pending e-challans. Over 50 percent of the above mentioned challans have gone to wrong addresses and there is no mechanism in place to collect the absconded challans.
DGP N Sambasiva Rao has realised the need to strengthen the system and reinforce the department with more man power and infrastructure. He wants the software of the e-challan department to improve. Visakhapatnam does not have a separate team to handle e-challans. The e-challan department has two constables and the city being monitored by 47 CCTV cameras is not effective enough.
